You can find your toolbar on the left side of your InCopy as highlighted in the image below.
If you can not see the toolbar in your InCopy then you can turn this back on by clicking Window menu and then go to Workspace and choose the workspace you want (For example: Essentials) from the InCopy top menu bar.
You can also find all panels and options under Window menu including Tools function.
